With the new Skilled Worker visa rules taking effect from 22 July 2025, many medium-skilled roles are no longer eligible—unless they fall under special exceptions.
Two key lists now define these exceptions: the Temporary Shortage List (TSL) and the Immigration Salary List (ISL).
Here’s what you need to know:
Temporary Shortage List (TSL)
The TSL is a short-term solution that allows some medium-skilled roles (RQF Level 3–5) to still qualify for a Skilled Worker visa—but only for a limited time.
- It applies to specific jobs (like certain care, trade, or IT support roles) where there’s a proven shortage.
- Employers must assign the Certificate of Sponsorship before 31 December 2026.
- They’ll also need to show a Workforce Development Plan—outlining how they plan to reduce dependency on overseas workers.
- Family members (dependants) cannot apply under this route.
Immigration Salary List (ISL)
The ISL replaces the earlier Shortage Occupation List and includes graduate-level roles (RQF Level 6 and above) that are still in short supply in the UK.
- These jobs benefit from lower salary thresholds, making it more affordable for employers to sponsor skilled migrants.
- Unlike the TSL, dependants are allowed under ISL roles.
- There’s no fixed end date—ISL roles remain eligible until the list is officially revised.
