But beneath the headlines, the risks – particularly to the UK’s economy, talent ecosystem, and global standing – are profound.

Why legal, skilled migration matters

  • Students are not a burden, but a boost. In 2021/22, international students contributed £41.9 billion to the UK economy, up from £31.3 billion in 2018/19. Universities collected nearly £10 billion in tuition fees from them alone.
  • Skilled workers contribute far more fiscally. The Migration Advisory Committee estimates the average skilled migrant contributed £16,300 net to the UK economy in 2022/23, compared to just £800 for the average UK-born adult.
  • Migrant households are more positive fiscally. Skilled Worker route households delivered an average £12,000 net fiscal surplus in 2022/23, while the equivalent UK household cost the exchequer £4,400.
  • Labour force realities. As of December 2024, migrants accounted for 19% of UK employees (5.75 million people). Key sectors like health, care, hospitality, logistics, and tech would struggle without them.
  • Direct fees and surcharges. Migrants pay visa application fees (~£1,900), NHS surcharges (~£2,600 per applicant), and employer-paid skills charges – adding hundreds of millions to government revenue.

Two perspectives to consider

Lawful ≠ unlawful

Politicians must stop blurring the lines between illegal arrivals and lawful, skilled migrants. Penalising students and workers in the name of “toughness” damages the UK’s image and undermines its ability to attract the very people who drive innovation and pay taxes.

Beware the race to the bottom

If the UK’s policy focus is purely about reducing numbers, it risks hollowing out its economic future. Competing countries like Canada, Australia, and Germany are actively positioning themselves as magnets for skilled workers. The UK cannot afford to be seen as closing doors.
